The 'be nice to' command only shows up on the dog. If I ask the female to try breeding with any strays, she rejects them as well. You need to become companions with at least one dog/cat and pick the 'be friendly to.' option and pick the pet that is around you and then make sure they are the opposite gender and then press the 'encourage to breed with' option because then the pets have some kind of relationship between each other and it will work.
